Among the reasons for the delay were the lack of permission to carry out blasting on the rocky terrain and the frequent occupation of the place as a protest site. Then there was the pandemic followed by a lockdown that saw migrant workers return home.
âThe biggest challenge has been a series of protests at Freedom Park. They attract at least over 1,000 people, so doing work is not a safe proposition, âsaid a senior BBMP site engineer. In 2018-19, there were over 20 protests at Freedom Park.
On top of that, the High Court said the structure should have a ground floor minus four basements, prompting BBMP to change the design.
âSince Freedom Park is a known protest site, if we build a building above ground level there is a chance that protesters will use it to injure themselves. So the design was changed and it took almost six months of planning, âsaid BS Prahallad, Chief Engineer (Major Projects), BBMP.
When the civic body began digging the site, it encountered rocky terrain 10 feet below ground. The mines and geology department was mobilized for the expertise, and the management of the rocky terrain took another two years. “There has been a delay in awarding rock disposal costs and royalties from the Department of Mines and Geology,” an official said.
Another official said the project could have been completed earlier if blasting was allowed and there had been less protests at the site.
âIt’s a paid parking system and the prices will be similar to those in shopping centers. The price is not yet fixed, âsaid Prahallad.
